If we fail in Inter 2nd year can join in degree colleges Please give me an answer?
 No, you cannot join Degree College as a regular student.
However, you have the option to study an Open University degree (ous) by clearing the entrance/eligibility test conducted by some distance mode universities.
I clear you that the degree is not treated as a regular course even you have attended regular classes.
So beware of such colleges and advertisements like inter fail join regular degree / inter fail join BBA etc.,
